Uttarakhand technical Univrersity to be named after Rajju Bhaiya:Ramesh Pokhriyal Nishank - World News, 136958

Dear Sir,
I have come accross a news regarding naming of Uttarakhand technical University. I wish to bring to your consideration that It should be named after a person who is an achiever from Uttarakhand.
I can think of the name of Late Prof. S.S. Gairola, who was the first graduate engineer from Garhwal. He started his primary education from Badyar Village where he, as an eight year old child, had to walk miles to get to his school. As a teen-ager, he walked for several days from his village to get to the nearest rail head in order to board the train from Dehradun/ Hardwar to go to his engineering college in Banaras! After achieving his B.Sc. (Eng) degree in Electrical Mechanical Engineering in 1929, he went to England for higher studies and engineering training. He returned to Banaras Hindu University and joined the Banaras Engineering College in 1931 at the behest Mahamana Madan Mohan Malviyaji, even though the then Tehri Maharaja had offered the first graduate engineer of his state to lead all engineering works as the Chief Engineer of the State. It was Malviyaji who convinced the Tehri Maharaja that it was in the best interest of the nation and future generations of engineers that S.S. Gairola be in the field of education. Prof. Gairola went to the prestigious Harvard University in USA for higher studies in 1946. After being at Harvard and successfully completing one semester, he got an opportunity to be a part of the then 'greatest engineering feat' Tennessee Valley Authority (TVA) by joining the University of Tennessee at Knoxville, He was fortunate to get his research project at the TVA Research Lab. After completing his education in USA, he returned to the Banaras Hindu University (BHU) in 1948. He went to Lukdheerjee Engineering College in 1955 in Morvi (Saurashtra) on deputation as the Principal for one year. On his return he became the first Head of Civil Engineering Department at BHU. He served as the Dean of the Faculty of Engineering along with heading the Civil Engineering Department. He served there till 1969. On Prof. Gairola's retirement the Executive Council of BHU conferred upon him the rare Honorary Professorship for life in recognition of his selfless and high quality service in the field of technical education .
This idea mooted above has a strong support of a large number of Educated Citizens of Uttarakhand. I append below the email address of the persons who fully support this idea.

Pension Pre-96 Majors 6th CPC
Reference the Policy on one rank one pension issued vide MoF, D/o Expenditure and also rulings regarding pension of Pre-96 officers by Govt. of India Ministry of Defense Department of Ex-Servicemen Welfare as under.
(a) Office of PCDA (Pension) Draupadi Ghat Allahabad Circular No. 403 dated 02-02-2009.
(b) One_ rank_ one_ pension ;- Ref letter No. 17(4)2008(1)D Pen/Policy) Govt. of India Ministry of Defense Department of Ex- Servicemen Welfare New Delhi Dated 20th Jan 2009.
(c) Ref letter No. 17(4)2008(1)D Pen/Policy) Govt. of India Ministry of Defense Department of Ex- Servicemen Welfare New Delhi Dated 11.11. 2008.
2. " One Rank One Pension implies that uniform pension be paid to the Armed Forces personnel retiring in the same rank with same length of service irrespective of their date of retirement and any future enhancements in the rates of pension be automatically passed on to the past pensioners."
3. What we are asking for is justice.
(a) It was approved by the fifth Pay Commission and also agreed in principle by the Govt. that the basic pension for the commissioned Officers should be stepped up to the minimum pension prescribed for the rank.
(b) Consequent to the implementation of Ajai Vikram Singh recommendations a Commissioned officer becomes a Major after 5 Years and Lt. Col after 11 years of service. Therefore there will not be any Regular Retired Majors having 20 Years of Pensionable service in future, however there will be Specialist officers like Quartermasters, Cipher Officers and Record officers.
(c) There are only a few hand full of regular pre-96 Retired Majors having 20 years and above of pensionable service. Their pension should be calculated based on the appropriately revised norms so that injustice is not done.
(d) The provision of pension of commissioned officers who retired prior to 1.1.2006 (Ref Para 6.6 to 6.9) covers only to the officers of the rank of Lt. Cols and above. The Lt. Cols. was in the same boat as Majors prior to their up gradation from Pay Band 3 to Pay Band 4. Lt. Cols. (TS) who were getting a rank pay of Rs.1200/- same as a Major 0f 20 year service but were placed in PB4. However the Majors of 20 years and more pensionable service have been over looked. It is not only Majors, but Lts. & Capts also have been over looked.
4. The Honorary Commissioned officer have been placed in PB3. Since they are in the category of PBORS they will be getting one rank one pension as per the Govt. Guide lines.. Therefore their pension will be as under.( Ref No. 17(4)2008(1)D Pen/Policy) Govt. of India Ministry of Defense Department of Ex-Servicemen Welfare New Delhi Dated 20th Jan 2009)
(a) Hony Lt. PB3 15600- 39100 GP. 5400 MSP 6000 Maximum pension = Rs. 25,250/-
(b) Hony Capt. PB3 15600- 39100 GP. 6100 MSP 6000 Maximum pension = Rs. 25,600/-
5. The following commissioned officers are also in PB 3. Since they are commissioned officers they are not entitled to one rank one pension as per Govt. Orders on the subject. The pension of Commissioned Officers is as under. .
(a) Lt. = Rs. 13500/-
(b) Capt = Rs. 13850/-
(c) Maj. = Rs. 14100/-
6. It may not be appropriate to have two different cadres of defense persons i.e. Commissioned Officers and PBORs in the same pay band and apply different rules for them? The officers who were drawing more pensions earlier as per 5th CPC are now getting 50% pension below the PBORs in 6th CPC.
7. The Lt. Cols were earlier in PB3 and their pension was calculated as Rs. 14600/-. Now they have been placed in PB4 and their revised pension is Rs. 25700/- (since placed in PB 4)
8. What we are demanding is not for one rank one pension but justice with in the preview of the recommendations of the Govt. on the subject.
9. In view of above, would it be appropriate either to place all the officers in PB4 or modify rules for PB3 so that justice is done for all the cadres of defense personnel officers as well as PBORs..
